who obtained "yes" votes for Measure A

Measure A, which illustrated the "tactical" importance
of the phone banks (which were paid for by CUSD) in
identifying voters in favor of Measure A

January 31, 1990 letter by the Superintendent to the
FPPC containing an informal report on the costs the
school district incurred for the Measure A election,
but questioning whether such reporting is required
August 6, 1990 letter by FPPC to CUSD indicating that,
other than the actual costs of the election, all of the
expenditures reported in the January 31st letter should
have been reported, and instructing CUSD to file
expenditure reports with the Registrar ASAP
September 10, 1990 letter by CUSD to the Registrar
filing the appropriate expenditure forms under protest,
still claimimg that the district had not attempted to
advocate the passgae of Measure A
January 23, 1991 letter by the FPPC to CUSD restating
its conclusion that CUSD was legally obligated to
report such expenditures and failure to do so was
improper
